Gboard Virtual Keyboard Bug
A known bug in Gboard on some Android mobile computers causes the virtual keyboard to remain visible even when configured to be hidden.
Workaround
Install Simple Keyboard (by Raimondas Rimkus) from the Google Play Store. This requires a Google Account on the device.
If your organization does not allow Google Account creation, open Google Chrome on the device and scan the QR code below into the address bar to download and install Simple Keyboard directly.

After installing Simple Keyboard, you can adjust settings under the Appearance tab. The most common change is setting Keyboard Height to 80%, which takes up less screen space.
With only Simple Keyboard enabled, the Show Virtual Keyboard setting is respected as expected.
